I think it depends on personal preference. Like if you ask someone who doesn't know too much about him, they'll say the basics like Symphony No.5 & 9 and like Moonlight Sonata. Because those are the overplayed ones that come out through pop culture.
But really he had so many more brilliant works that are quite underrated. So I don't think there is a set top ten because it just depends on what each individual likes and what they have been exposed to.

Why 10? Why not 100, or even a 1,000?
He was a very prolific composer.
